The proposal met the rural exception site criteria under Policy 9 as an affordable housing-led development on a site well-related to the settlement, with the limited harm to character and appearance being acceptable in the context of the Local Plan's overall strategy to deliver affordable housing outside settlements, and with the Unilateral Undertaking providing robust mechanisms to secure both the affordable housing and necessary SAC mitigation.
