What decided it

The improvement in the quality of housing accommodation provided by combining two inadequate one-bedroom flats into a single two-bedroom flat with adequate space, light and private outdoor space was a material consideration of such significance that a decision other than accordance with the development plan was justified.

The harm associated with the loss of one housing unit was outweighed by the substantial benefits of improved quality of accommodation in accordance with the Framework and SPD, and the contribution to meeting an identified need for two-bedroom units in the Borough.
