What decided it
The proposal constitutes inappropriate development in the Green Belt which, combined with harm to openness and an unsuitable location, cannot be justified by very special circumstances, and Green Belt protection provides a clear reason for refusal under paragraph 11 d) i. of the Framework.
The substantial harm to the Green Belt by reason of inappropriateness and harm to openness was not clearly outweighed by the limited contribution to housing supply and social and economic benefits, such that very special circumstances do not exist.
