Main issues, as the Inspector framed them
- whether the proposal is in a suitable location for development having regard to the policies of the development plan
- the effect of the proposed development on the character and appearance of the area
- the effect of the proposal on the setting of the Market Bosworth Conservation Area
- the effect of the proposal on a non-designated heritage asset, namely the ridge and furrow field pattern present on the site
- whether the proposal is acceptable in terms of its effect on highway safety on roads around the appeal site
What decided it
The less than substantial harm to the setting and significance of the Market Bosworth Conservation Area, to which great weight had to be given, outweighed the public benefits of the scheme.
Substantial benefits of housing and affordable housing delivery were outweighed by the substantial harm to the character and appearance of the approach lanes and the less than substantial harm to the setting and significance of the Conservation Area, given the great weight required for heritage conservation.
