What decided it

The retention of the existing metal boundary fence as timber clad (rather than as bare metal) was the decisive factor that allowed appeals A and B, as this neutralised the harm to historic significance while permitting the beneficial internal and external works to restore the property to single dwelling use.

The substantial heritage benefits of removing mid-twentieth century subdivision alterations and restoring the property to its original single dwelling use outweighed the limited harm of the existing metal fence, provided it was timber clad; the neutral housing supply implications (as the property had been occupied as a single dwelling since circa 1998-2002, predating the development plan) did not weigh against the scheme.
