What decided it

The submitted details do not satisfy the requirements of conditions 4, 5 and 6, and the Inspector cannot be satisfied that the development would provide a safe living environment for the appellants and their dependants, particularly regarding contamination and flooding.

The unmet need for gypsy and traveller pitches and the appellants' personal circumstances and human rights under Article 8 were outweighed by the significant weight attached to concerns regarding land contamination, flood risk and the potential consequences upon personal safety.
