What decided it

The Inspector found the development, combined with the adjacent site, would be of an appropriate scale for Cleeve Prior and would not cause unacceptable harm to the living conditions of neighbouring residents.

The proposal was found to comply with both main issues under Policy SWDP17 and the PPTS, and no other material considerations weighed against it, so it accorded with the development plan as a whole without need for a tilted balance.
