What decided it
The substantial reduction in Green Belt harm caused by the near-complete surrounding housing development, which largely negated the purpose of including the appeal site in the Green Belt, combined with the fallback position and previously approved replacement dwelling, clearly outweighed the identified Green Belt harm.
The substantial harm from inappropriateness and loss of openness, and moderate harm from conflict with Policy P17/SPD, was clearly outweighed by the moderate weight given to the previously approved replacement dwelling and the fallback position, together with a substantial reduction in the overall Green Belt harm due to the site's changed surroundings, amounting to very special circumstances justifying the development.
