What decided it
The proposal would harm the distinctive linear character of Engine Common by introducing residential development behind the primary road frontage in an area that currently retains an uninterrupted linear form, and this harm significantly and demonstrably outweighed the modest housing and economic benefits, particularly given the Council's demonstrated 5-year housing land supply.
The modest benefits of three dwellings and economic benefits were given limited weight because the Council could demonstrate a 5-year housing land supply; the significant and demonstrable harm to settlement character outweighed these benefits when assessed against the Framework taken as a whole, and the presumption in favour of sustainable development did not apply
