The modest benefits of three dwellings and economic benefits were given limited weight because the Council could demonstrate a 5-year housing land supply; the significant and demonstrable harm to settlement character outweighed these benefits when assessed against the Framework taken as a whole, and the presumption in favour of sustainable development did not apply
