What decided it
The Inspector could not rule out adverse effects on the integrity of European designated habitat sites from the additional nutrient loading generated by the proposed dwellings, and the Habitat Regulations require that permissions must not be granted where such effects cannot be excluded.
The habitat sites protection under the Habitat Regulations provided a clear reason for refusal that overrode all other considerations, including the limited benefits of housing supply, economic benefits, and the absence of harm to character and appearance.
