What decided it
The Inspector could not rule out adverse effects on the integrity of European designated habitat sites under the Habitat Regulations, which provided a clear reason for refusal and prevented the tilted balance in paragraph 11(d) of the NPPF from being triggered.
The habitat sites protection policies of the Framework provide a clear reason for refusal under paragraph 11(d), preventing the presumption in favour of sustainable development from applying; the limited benefits of a single open market dwelling do not constitute imperative reasons of overriding public interest under the Habitat Regulations.
