What decided it

The incongruous design of the proposed porch with its shallow-pitched lean-to roof in immediate juxtaposition to the listed building, combined with the visual prominence of the white-painted replacement fencing, would cause less than substantial but considerable harm to the special architectural and historic interest of the Grade II listed building that could not be outweighed by the limited public benefits of the proposal.
