What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development, and the adverse impacts of the proposal would not significantly and demonstrably outweigh the benefits of housing supply and accessibility when assessed against the Framework taken as a whole.

The adverse impacts on character and appearance (very limited due to screening and respect for settlement form) were outweighed by the benefits of contributing to housing supply and providing an accessible location near services, with the presumption in favour of sustainable development applied under NPPF paragraph 11d)ii.
