Main issues, as the Inspector framed them
- Whether the location, proposed land use and the amount of development is suitable with particular regard to the local housing strategy, the character and appearance of the area, and local and national policy relating to accessibility to services and facilities
What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development, and the adverse impacts of the proposal would not significantly and demonstrably outweigh the benefits of housing supply and accessibility when assessed against the Framework taken as a whole.
The adverse impacts on character and appearance (very limited due to screening and respect for settlement form) were outweighed by the benefits of contributing to housing supply and providing an accessible location near services, with the presumption in favour of sustainable development applied under NPPF paragraph 11d)ii.
