What decided it

The sharp contrast between the contemporary three-storey design and materials and the traditional two-storey architectural styles of nearby dwellings, combined with the detrimental impact on privacy at No. 11 Royal Esplanade through the Juliet balcony, caused significant harm that conflicted with the development plan and could not be outweighed by private benefits.
