What decided it

The modest harm from conflict with Local Plan Policy SD2 and Neighbourhood Plan Policies 1 and 2 was outweighed by the small but positive contribution to housing supply, socio-economic benefits, and the site's particular characteristics as an infill location with some access to facilities, assessed against the Framework as a whole under the tilted balance.
