What decided it
The proposal constitutes inappropriate development in the Green Belt causing substantial harm to openness and character, which is not clearly outweighed by the moderate benefits advanced, and the Green Belt protection provides a clear reason for refusal under paragraph 11(d)(i) of the Framework.
The substantial harm to the Green Belt by reason of inappropriateness and the harm to character and appearance, to which substantial weight must be given, were not clearly outweighed by the moderate weight afforded to the fallback position, environmental and social benefits, and the reduction in built form footprint.
