What decided it

The less than substantial harm to the heritage significance of the Grade II listed building and its setting, which was not outweighed by the public benefits of the proposals, provided clear and convincing justification for refusal under NPPF paragraphs 205-208.

The less than substantial harm to the heritage asset, to which great weight was attached, was not outweighed by the moderate positive weight given to housing delivery and economic benefits, nor by any demonstrated need to secure the optimum viable use of the buildings; the heritage harm therefore tipped the balance decisively against the proposals.
