Main issues, as the Inspector framed them
- Whether the site is an appropriate location for the mixed use
- The effect of the development on highway safety
- The effect of the development on the area's character and appearance
- The effect of the development on flood risk
What decided it
The scale of the research and development use confined to the garage building was found to be appropriate to the open countryside location under CLP Policy 5, and with a condition restricting employees to one, highway safety concerns were resolved, allowing the appeal in part.
