The less than substantial harm to the heritage asset and harm to character and appearance of the village centre were not outweighed by the benefits of housing delivery (14 dwellings in a borough without five-year supply), affordable housing, economic benefits and environmental improvements to the centre, with the permanent nature of heritage harm outweighing temporary housing shortfalls.
