The significant weight attached to conflict with the development plan's spatial strategy policies (SWDP 2, 21, 25) and moderate weight to conflict with SWDP 13 (BMV land) significantly and demonstrably outweighed the considerable and moderate benefits of the scheme (affordable and market housing, green infrastructure, economic and highway benefits), even applying the tilted balance under NPPF paragraph 11(d)(ii).
