What decided it
The inability to demonstrate that the existing street tree could be retained without damage, combined with the unacceptable highway safety risks from manoeuvring in an area of severe parking stress, meant the harms significantly and demonstrably outweighed the housing benefits even under the tilted balance.
The modest benefits of housing delivery and economic contribution were given significant weight, but the significant harm to character and appearance from tree loss and the significant harm to highway safety from parking and manoeuvring conflicts outweighed these benefits.
