The unacceptable harm to the living conditions of future residential occupants arising from poor outlook and significant overlooking, which would be significant and long-lasting, substantially outweighed the modest housing and economic benefits of the proposal.
The modest benefits of housing delivery and economic benefits were substantially outweighed by the significant and long-lasting harm to future occupants' living conditions, such that the adverse impacts would significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole, and the presumption in favour of sustainable development did not apply.
