What decided it

The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance under NPPF paragraph 11, which meant that the adverse impacts of the conflict with Policy S8 did not significantly and demonstrably outweigh the benefits of housing delivery.

The benefits of housing delivery and economic and social benefits were weighed against the conflict with Policy S8 (given limited weight due to policy inconsistency with the Framework) and the absence of harm to character, appearance and heritage assets; the benefits outweighed the adverse impacts under the tilted balance.
