What decided it

The considerable harm to the special architectural and historic interest of the listed building caused by the prominent and visually incongruous appearance of the west-facing photovoltaic panels outweighed the public benefit of carbon reduction, particularly given the lack of evidence that less harmful alternatives had been explored.
