Main issues, as the Inspector framed them
- whether the proposal would be a suitable form of development having regard to development plan policy in respect of replacement buildings
- the effect of the proposal on the character and appearance of the area
- whether the living conditions of future occupants would be acceptable, with regard to the provision of outdoor amenity space
What decided it
The significant harm to character and appearance combined with inadequate outdoor amenity space for future occupants outweighed the limited benefits of housing delivery, even if a five-year housing land supply shortfall existed.
Although the proposal would provide housing delivery and renewable energy benefits, these benefits attracted only limited weight and would not outweigh the significant harm identified in relation to replacement dwelling policy, character and appearance, and living conditions of future occupants.
