The significant harm to the living conditions of both future occupiers (through inadequate internal space) and neighbouring residents (through overshadowing and loss of daylight) demonstrably outweighs the limited housing benefits of two units, particularly where good design is a core aspect of sustainable development.
The presumption in favour of sustainable development does not apply because the adverse impacts of the proposed development (harm to living conditions of future and neighbouring occupiers) would significantly and demonstrably outweigh the benefits (limited housing delivery in a sustainable location), even accounting for the Council's failure to demonstrate a five-year housing land supply.
