The benefits of the scheme in terms of overall improvement to the site, the setting of the listed cottages, compliance with paragraph 84(c) of the NPPF, and the provision of five new dwellings in a location with a significant shortfall in the five-year housing land supply outweighed any harm in locating development outside a settlement.
