What decided it
The unacceptable harm to highway safety arising from the use of a substandard access with severely restricted visibility, particularly to the south, which would be exacerbated by additional vehicle movements from the proposed development.
The significant harm to highway safety outweighed the modest social and economic benefits of delivering a single dwelling and construction jobs, when assessed against the tilted balance test in paragraph 11(d)(ii) of the Framework.
