The harmful effect on the character and appearance of the Woodchurch Conservation Area, which would not be outweighed by the public benefits, provided a clear reason for refusal under paragraph 11(d)(i) of the Framework notwithstanding the Council's inability to demonstrate a five year housing land supply.
The less than substantial harm to the significance of the Conservation Area was weighed against the public benefits of three dwellings, associated social and economic benefits during construction and occupation, and biodiversity enhancements, but the harm was not outweighed by these limited benefits
