What decided it

The unacceptable harm to the living conditions of neighbouring occupiers through loss of privacy and overbearing outlook, combined with failure to provide appropriate living conditions for future occupiers and unacceptable biodiversity harm, outweighed the modest housing supply benefits.

The modest benefits of housing supply and economic and social benefits from the build and occupation of the dwelling were outweighed by the unacceptable harm to neighbouring living conditions, inadequate living conditions for future occupiers, and unacceptable biodiversity harm.
