What decided it

The substantial harm to the character and appearance of the area caused by the imposing, bulky contemporary design on a prominent corner plot outweighed the moderate benefit of housing supply when assessed against the Framework as a whole.

The moderate benefit of six additional residential units and limited economic benefits were significantly and demonstrably outweighed by the substantial harm to character and appearance, resulting in the proposal not representing sustainable development.
