The substantial benefits of providing ten homes on previously developed land within a settlement where five-year housing land supply cannot be demonstrated were outweighed by the significant harm from unjustified loss of employment land, harm to character and appearance, and failure to provide suitable living conditions, such that the presumption in favour of sustainable development did not apply.
