What decided it

The sensitive design of the proposal, which retained boundary walls and planting whilst allowing off-street parking in an area where the majority of similar properties had already been converted for parking, combined with the exceptional highway safety record and road characteristics, justified permission despite the general policy restriction on such crossovers.
