What decided it

The adverse impacts on character and appearance, affordable housing provision, and living conditions of both future and existing occupiers significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole, notwithstanding the Council's inability to demonstrate a five-year housing land supply.

The support for housing development and use of brownfield land within the Framework was countered by the importance placed on preserving character and appearance and providing high-quality living conditions; the identified adverse impacts on character, affordable housing and living conditions were of high order and significantly and demonstrably outweighed the benefits.
