The siting of the proposed installation would prejudice the detailed design and delivery of Development Zone E of the Canada Water Masterplan by significantly limiting vehicular access options from Surrey Quays Road, and the appellant failed to demonstrate that suitable alternatives had been properly considered in light of the approved Masterplan.
