What decided it
The Council's inability to demonstrate a 5-year housing land supply engaged the tilted balance, and the modest contribution to housing supply outweighed the moderate harm to character and appearance when assessed against Framework policies taken as a whole.
The moderate harm to character and appearance of the building and its setting, limited by scale and visibility, was outweighed by the considerable benefit of housing delivery in the context of the shortfall in housing land supply; the presumption in favour of sustainable development applied.
