What decided it
The fallback position of an unrestricted number of caravans on the site, which the previous Inspector found to be a realistic and material consideration of much weight, outweighs the conflict with development plan housing policies for the three-bungalow scheme but does not overcome the character and appearance harm arising from four bungalows.
The benefits of housing delivery and the fallback position outweighed the conflict with development plan policies SUS2 and HOU6 for the three-bungalow scheme (Appeal B), but for the four-bungalow scheme (Appeal A) the harm to character and appearance, when weighed against the limited benefits, tipped the balance against permission.
