Main issues, as the Inspector framed them
- whether the appeal site would be suitable for housing development having regard to its location, land use and amount of development
What decided it
The absence of a regular public transport service and range of services and facilities within reasonable walking or cycling distance would make the site unsuitable for housing and render future residents reliant on private cars, contrary to the development plan and Framework's sustainability aims, and this harm outweighs the housing supply benefits under the tilted balance.
The significant contribution to housing supply and modest socio-economic benefits were outweighed by the adverse impacts of promoting unsustainable patterns of development contrary to the Framework's aims of promoting sustainable rural development, walking, cycling and public transport, and limiting the need to travel.
