The deficiencies in living conditions for future occupiers, particularly regarding daylight, sunlight, outlook and amenity space, combined with inadequate refuse and recycling storage and collection arrangements, significantly and demonstrably outweighed the modest housing benefits when assessed against the Framework as a whole.
The modest social and economic benefits of three new dwellings in a town centre location (moderate weight) were significantly and demonstrably outweighed by the significant harm from inadequate living conditions and waste management arrangements, which conflicted with Chapter 12 of the Framework.
