What decided it
The absence of any recent active marketing of the office space or viability assessment demonstrating that refurbishment was not feasible, as required by development plan policies, combined with the significant harm to the economic vitality and viability of the town centre, outweighed the modest housing benefit in the planning balance.
The modest housing benefit of two dwellings and limited economic benefits from future residents were significantly and demonstrably outweighed by the harm to the economic vitality and viability of Chislehurst Local Centre and conflict with development plan policies protecting employment uses in town centres, such that the presumption in favour of sustainable development did not apply.
