What decided it
The less-than-substantial harm to the significance of the designated heritage assets (the Conservation Area and two Grade II listed buildings) was not outweighed by the modest public benefits of the proposal, providing a clear reason for refusal under paragraph 11(d)(i) of the Framework.
The modest social, environmental and economic benefits of one open-market dwelling, even taking account of the housing land supply position and energy-efficient design, did not outweigh the great weight given to the conservation of designated heritage assets, and the proposal therefore failed to accord with the historic environment protection policies of the Framework.
