The significant social benefit of housing delivery in a district unable to demonstrate a five-year housing land supply, combined with modest economic benefits and limited environmental enhancements, outweighed the location in the countryside outside the settlement boundary, provided that adverse effects on European designated sites were adequately mitigated through planning obligations.
