The modest housing benefits and compliance with development plan policies (moderate weight) were outweighed by great weight given to the significant adverse impacts on character and appearance, neighbour living conditions, and highway safety, such that even under the tilted balance of paragraph 11(d)(ii) of the Framework, the adverse impacts significantly and demonstrably outweighed the benefits.
