What decided it
The failure to secure a planning obligation to mitigate on-street parking within the bus cage, which would prejudice highway safety and the safe operation of the bus stop, outweighed the housing benefits when assessed against the Framework as a whole.
The benefits of housing delivery and the provision of 6 flats in a well-connected, sustainable location were significantly and demonstrably outweighed by the harm to highway safety and bus operations from unmitigated on-street parking within the bus cage.
