What decided it

The shortfall in housing land supply (3.1 years) and the presumption in favour of sustainable development under paragraph 11(d) of the Framework outweighed the conflict with the development plan and the harm to neighbours' outlook.

The harm to the living conditions of two flats' outlook was outweighed by the benefits of delivering an additional housing unit in a Borough with significant housing shortfall, the visual enhancement of an unattractive building, and the sustainable location on brownfield land within an existing settlement.
