The evidence, including witness statements and aerial images, established that the Statics Area and Area of Static No 5 had been in continuous use as caravan sites for more than ten years before the enforcement notice was issued, placing them outside the ten-year enforcement period under section 171B(3) of the Town and Country Planning Act 1990.
