Substantial weight to housing and affordable housing benefits, moderate weight to economic benefits and modest weight to biodiversity net gain did not outweigh the great weight given to harm to the AONB (with lesser but still weighty heritage harm), so the balance tipped against the proposal and it was dismissed.
