The substantial harm to Key View 5 (a designated view under the Neighbourhood Plan) caused by the westernmost dwellings and access outweighed the scheme's housing and affordable housing benefits.

The considerable and cumulatively significant benefits of housing and affordable housing delivery, economic activity and Green Infrastructure were significantly and demonstrably outweighed by the substantial harm to the character and appearance of the area, particularly the harm to Key View 5.
