Main issues, as the Inspector framed them
- Whether it has been sufficiently demonstrated that the appeal properties are not viable as holiday let units
- Whether the appeal site is an appropriate location for permanent residential dwellings
What decided it
The site's remote location, lack of sustainable transport links, and heavy reliance on private car use for accessing services made it an inappropriate location for permanent residential dwellings, and this conflict with the development plan's sustainability policies outweighed the housing supply benefits even under the tilted balance.
The benefits of providing two dwellings towards the Council's housing shortfall (4.6 years supply) were significantly and demonstrably outweighed by the conflict with the most important policies of the development plan requiring development in sustainable locations with access to services and sustainable transport options.
