The failure to adequately demonstrate that the proposal would make adequate provision for business space having regard to supporting economic growth and the requirements of LP Policy 5, which was given significant weight and outweighed the moderate benefits of housing provision and other benefits.
The significant weight given to the conflict with LP Policy 5 on business space provision outweighed the moderate weight afforded to housing supply on previously developed land and the limited benefits of public open space, biodiversity net gain, commercial uses and construction industry support, resulting in dismissal.
